Saudi Arabia
Saudi Arabia has strong diplomatic independence and doesn’t have an extradition treaty with the US. Its monarchy often operates independently of international norms.
This country is known for granting asylum to politically connected individuals. However, the legal system is harsh and conservative, especially regarding personal freedoms.
Russia
As far as extradition cases go, Russia is well-known thanks to Edward Snowden. This country has no formal extradition treaty with the US and often uses political considerations to deny requests.
